I think it basically says specially for provincial. To be used with water based glue, and the effect will be like speed glue, assuring that the VOC will be less than 2, which is legal for International play. And there is a limited number produced each month.

I guess it's 729's version of tuned rubber.

Yes, I agree with theman that 729 Friendship company needs "to buckle up" in producing better version rubber to be competitive with the tensor technology. Otherwise, they will lag behind.

Well not only 729, Globe needs to posh up their porducts as well.

The question I keep asking myself is. Mark V has been out for what 30 years? and the current best rubbers are what? 10% better at best.  Really makes you wonder what's going on considering how far equipment for all other sports has come in 30 years

Good old classic rubbers like the Mark V and Sriver rubber are still good for beginners in table tennis. Even the top Chinese players like Guo Yue is  using Sriver (not sure EL or FX).
