I think almost all modern rubbers have some tackiness to them already like the Dignics series. But I think it's more to do with the short game/serve receive rather than topspins. Tackiness simply allows more spin to be created with low impact strokes like pushes/flicks. For topspins, tackiness slows down the ball for extra spin. I think as long as the biomechanics are correct, you can use whatever modern rubber you want and it'll work similarly with some adjustments.

Yes, for short game/serves. Also better feeling means confidence and control. Hitting is actually stronger (not necessary faster), because tacky rubbers are hard. Springy effect is lower. And you can really peel the ball if necessary.

For biomechanics, we can state that playing Europe style with tacky rubber is possible, but difficult. 
China style is more consistent and effective as explained in video, it can be played with both rubbers. 

Difference is that chinese players use tacky rubber to INCREASE quality, but europeans use non-tacky rubber to DECREASE/avoid problems (due to single acceleration). If you know what I mean :)
