Table Tennis steps to Success has basic tactics against every type and style of player.  It's very good I have it.  Has a lot of drills too.

Prof. Radivoj Hudetz:
Taktik im Tischtennis - Mit dem Kopf gewinnen - Saarbrcken, Tibhar GmbH, 2004

I don't know if there is an English translation, maybe there is.

This is a very good book an tactics for advanced players. The author is one of the greatest TT experts in Europe.
This book is not intended for beginners. If you don't have some substantial TT background you can't really pick the important points of the author in-between the lines. If you are an experienced player this book is worth a read.

How about "The art of War." It's a famous Chinese book on strategy. I have never read it but know just some of the more common quotes.
