The weight of the whole thing is good, just tell what are the rubbers and space between them and handle, I would try to approx the weight of the weight itself.

Speed 90 and 70 all came from the same slab of Hinoki (relatively speaking) before being cut into individual blades.  The cut blades will go through a selection process based on the visual inspection of the grain patterns (straightness and tightness), tapping test to determine the vibration, and other methods.  In general Speed 90 is slower and had better control than Speed 70.  But you could find cases that are just totally opposite.

I'd think the same applies to the J-Speed 90 and 70.

Not necessarily.  It depends on personal preference.  For example people who use KTS (specially the old label) would prefer Speed 70 over 90.

So does it mean that speed 90 has a softer feel, more control and lesser speed than speed 70? and speed 90 is made from better quality wood?

I don't think that speed 90 is slower than speed 70. I would say speed 90 is softer and have more dwell time.
