As a budding cpen player I've always struggled to return heavy underspins, whether it's from serves, pushes or chops.

I've always found myself trying to flick the ball at 90deg angle to get the ball over the net that goes for both my FH and BH side. It's a very subtle graze using mostly the topsheet. I use a japanese rubber so it takes more forward movement to get the ball to sink into the sponge a bit to get enough grip. Half the time the ball ends up in the net, and sometimes the flick is too high that it's easy to kill for my opponent.

What should I do in this case? What stroke should I play? It's been the weakest part of my game so far. I'm comfortable playing long FH loops but my short game is lacking hence I can't force my opponent to play in my "comfort zone".

I know you're still a beginner so I doubt you can flick heavy underspin (at least what I call heavy).  It's probably not that heavy which means your push technique isn't very good.  Push the ball with the blade more parallel to the table.  You can't push a ball if your blade is 45 degrees for something that is heavier.
