That is a very very nice blade.
I'm quiet surprised to see a black tag from the early 70ties.
Usually, the BTY blades from that period had either a red sticker or a golden sticker...or nothing at the end of the handle.
I have always thought the black metal old tags came in the early 80ties and not before.

Why three ply?  Less expensive, or for a reason of play?  How would they play different from a 1ply?

3 plied Hinoki (like my Tibhar H-3-9 ST) is, imho, the next best thing after my favourite Kokutaku Super Cho Tokusen Bishu Jpen (84g).

yasaka used to offer 2 blades that were similar - a cougar and a leopard

one was one ply and the other was 3 ply

Cooooooool blades!
Probably designed for two rubbers and that's reason for the lower weight.
Backside no cork available, so backhand rubber could be posted as well there.

Wow, stuff was cheap back then.
In 1975, the conversion rate was around 300 yen to the dollar.
A dollar from 1975 is worth $4.55 today.
So, a 1975 yen is worth 1.5 2017 cents.

That 3-ply jpen blade cost $19.50 (converted to modern dollars).
The sriver is $12.00, as opposed to the actual price of $40.00 on megaspin. In 1975, it would have cost $2.67.
