When players are close to the table about 1 foot away, and one loops, more times than no thte other person has to block right? It's only until the person is far from the table when he/she should counterloop. is this right?

You can counter-hit the loop from close to the table. This is much more effective than going on the defensive by blocking.

Yea, good players who are quick to react are able to counter hit loops. This is very effective and can throw you off balance.  A girl at my club centers her game around counterhitting, especially with her backhand. It's very effective.

If you aren't ready for the counterloop, you should block, but if you are in position to counterloop, it is a good idea.

I'm not sure of the perfectly formal way of doing it, but what I do is hit it at the top of the bounce with a closed angle. I only use about 50-60% of the power that I use in normal loops, yet it produces a return that is pretty much as fast as their original loop, it's like borrowing the opponent's power.

You can develop a counterhit against topspin just by trying to hit with the same timing point as block. You dont need to add topspin as there will be some generated by the loopers spin. Just concentrate on good timing with short relaxed stroke
