Here is a seriously sticky rubber - A 2 yr old and pretty oxidized Hurricane 3 (orange sponge, Nat'l version), which has been periodically cleaned with the Revo 3 Rejuvenator. Crazy right? No tricks.

that Revolution 3 Rejuvenator is serious stuff, definitely worth the money if you like to keep your h3 tackiness over 9000...

Is Revolution 3 Rejuvenator just a good with normal ESN rubbers?

The Revo 3 rejuvenator cleans all rubbers exceptionally well, but only the Chinese rubbers can get this tacky.

Is there anything that works as well as Revo rejuvenator? It seems to be out of stock in nearly every shop I checked. I have some old tacky rubbers that could do with a bit of new life.

The old Spinmax used to do this, could make a rubber insanely sticky. The new (water-based) Spinmax still restores the rubber well, but does not add much tackiness (which would technically not be legal either).

Trashy-cheap German product with tremendous boosting effect. Necessity is the mother of invention.

Be happy.
