My friend serves topspin from his forehand side to my backhand side. I find it very hard to attack those random serves because if I stand on my backhandside to use a forehand, he wll topspin to my forehand side and I will need to run for the ball. Is this serve legal? I see most players serving on their backhand side

after a certain level you can rip those balls with no problem, thats only if he uses it all the time. If he uses it once in a blue moon than you just have to get used to it.

Can't you just bh across court and he will be sort of out of position? Also, if you see him adjust his position on the court, you should move also within his possible strike angles.

It's illegal. All FH topspin serves to the BH are illegal. j/k

You can work on your footwork. It sounds like you're saying that you tried standing far to your BH side before he serves, and he would just serve to your FH side when you do that. But the normal way to position yourself for serve is to stand more to your BH side, but not so far that a fast serve to your FH will get by you. Once you're in the right position, you should work on your sidestep so you can step around quickly after the serve, and then loop, assuming the serve is deep or high enough to do so. If it's short, you can probably use the backhand for a quick return.
