I believe you can as long as there's no flash.  Best to contact CCTTA and ask for permission as there might be a entry fee for the OPEN event.

I heard there is no charge. For the open on Sunday Wang Zhen and Sun Jian Fei are entered. Apparently there is a high ranked US player and junior high level player from China.
