Are department store rackets (premade, no ITTF stamp on the rubber) legal for tournament play?

But USATT Tournament Directors reserve the right to make exceptions.

At most of tournaments they will be considered legal as long as rubber is red/black. However, the lack of ITTF stamp makes them formally illegal but that will be probably overlooked unless you are playing at some highfalutin' tournament like 4-star JOOLA Eastern and such...
