As I see it, as long as there is no determined effort to detect boosting, then it doesn't matter that boosting is illegal. Very few, if any, players would purchase H3 if they couldn't boost it.

There will be different levels of certifications like umpires so recreational, club, regional, national, international, and pro.

Yes, players can still glue their own rackets.  But when Timo and Fan Zhendong set foot in the court with 7+ rackets put together by pro assemblers...
